How to get code using ' ! ' in visual studio code?

I watched on a course. He uses ‘ ! ‘ to get a code.
But it doesn’t work for me.
How can I get this code using ‘ ! ‘ . I tried to type ! then Tab Key but not working .
What should I do ?
