I’m a beginner-level Android developer who wants to create a Google Play developer account for myself. But the problem is I don’t have any credit cards to pay $25 to create the account. But my elder brother has a credit card.
Can I use his card to pay the registration fee?
Also, I heard something about a new policy update from Google Play, should I worry about it? I’m from Bangladesh and it’s really hard to get passports and credit cards. But I have my National ID card.

You can use any credit card you should have valid authorisation for the card that you are going to use.
Google is charging lifetime fees of $25.
