can't change order of a legend in R

I would like to do a LISA cluster.

Everything is more or less the same as here in this website

Now I would like to change the order of the LISA Cluster in R

But I don’t know how can I do that

I want high high at top and insignificant at last

since I can’t share any data that was the only solution I found

Just reverse the colors and legend vectors:
